HAND BRAKE ALERT!
Over the last several years there has been discussion and debate over the inconsistent requirements for hand brakes when an existing car changes status to rebuilt, modified, increased gross rail load, or extended service status. The Office Manual stated that the hand brakes of cars must meet the latest revision standards and specifications, but the Field Manual allowed cars to meet the requirements in effect when they were built or rebuilt. Discussions between the ARCI and AAR have sought to resolve this inconsistency. As a result, several circular letters were written last fall.
